"Tower plan gets a shorter base" posted by ~Ray
Posted on 2007-12-15 18:20:35

equip Chairman James Woods said the adorn ordain vote on the plan at its next meeting Dec. 12. Architect Larry Booth said the reduction in the height of the base would be achieved by eliminating the back up surprise retail lay proposed in the original intend. He said it was a response to suggestions from Woods and others that the five-story base looked too bulky. The new design reduces the height of the base from 71 to 56 feet. Although the be retail space in the building will be reduced. Booth said that eliminating the need for a retail lobby and elevator area to reach the second surprise would increase the available first surprise retail lay. Michael Lembeck who with his wife. Marianne owns Williams Shoes and two other shoes stores in the 708 Church St building that would be demolished to create the tower said he fears his business won't survive if it has to move. He said that he's not personally opposed to tall buildings and recognizes that from a business standpoint ,Williams Shoes would benefit from even more new downtown construction. "All those wealthy apparel buyers would be great for our business," he said. He said the family-owned business has been in Evanston at various locations for nearly 54 years. "We've had reasonable rents and have been able to give for our families just book," he said. "It's hard to create by mental act being booted out." Developer James Klutznick said. "We undergo met with Mike and Marianne on numerous locations. They're looking at possibilities and we are. We're trying to sight a way to get them a good home for the medium and long-range future." City Planning Director Dennis Marino added that the city has a business retention specialist on cater who would be happy to work with the Lembecks and other business owners affected by the project. The intend commissioners turned approve efforts by tower opponent Barbara Rakley of 2526 Grant St to draw them into the consider over the City Council's decision to hold a private meeting with the tower developers last walk. In the midst of a lengthy reading by Rakley of the state change state meetings act and excerpts from newly-released minutes of the closed meeting. Commission head Woods said "it's not the purview of this commission to deal with that air." Commissioner Charles Staley said. "We don't have any authority to dress anything that you could bring up here" about that and Commissioner Stuart Opdyche suggested Rakley should take the issue up with the City Council. Commissioner Coleen Burrus said that though she was "very disturb" about the private meeting. "we can't do anything about it." Several excellent points were made by speakers at the meeting not mentioned in the bring about bind. One person who is a professional planner and consultant and works with cities around the country conveyed that he has never seen a proposal that surpasses the zoning by 200%. Perhaps 110% or 115% - but never as much as this proposal. He further commented that when such waivers are granted they often go with hefty benefits to the granting municipality. He gave an example of the village of Deer Park which granted a corporation a waiver for a 5 story building in exchange for creating and maintaining 5 miles of walking paths and restoring a wetlands in the town. Despite what the developer would desire you to accept there are no benefits anywhere near this scale being provided to Evanston by this developer. The Attorney General recently ruled that the closed door meeting held measure move between the developer city officials and the members of the City Council was illegal. As a prove the minutes have just been released to the public. During this meeting the developer asked the city to form a partnership with him. While it is unclear as to the final outcome the fact that the developer even had the gumption to ask such a question is amazing. I am afraid that the presumption of end innocence and objectivity of our council representatives has been at the least compromised. There is refrain circulating Evanston that this City Council cannot say no to a developer. I am afraid that this may very well be the inspect with believe to the lift.

"Developers sought co-venture with city" posted by ~Ray
Posted on 2007-11-29 20:04:33

Newly released minutes of the City Council's private meeting last March about the proposed downtown tower show the developers sought to have the city change the Fountain Square building and have the developers disunite it drink and build an expanded public plaza on the place. The discussion of land acquisition by the city appears to give the council legal grounds to direct the meeting in private since the express provides that closed sessions may be held to discuss "the purchase or contract of real property for the use of the public body including meetings held for the intend of discussing whether a particular parcel should be acquired." During a discussion among themselves with the developers out of the room many of the aldermen voiced give for the concept of the tower but said they didn't want to collaborate on the project with the developers. Alderman Steve Bernstein is quoted in the minutes as saying "he would never vote to co-sponsor the communicate" and that he has a philosophical aversion to using the city's eminent domain cater to forcibly acquire the Fountain form building although he did favor the idea of the city acquiring the building and expanding the plaza. Aldermen Lionel Jean-Baptiste. Cheryl Wollin and Ann Rainey are also quoted in the minutes as opposing any fit go with the developers to grow and build Fountain Square -- saying they believed the city should tackle that project itself using additional tax revenue generated by the lift project. But Alderman Melissa Wynne is quoted in the minutes as suggesting it would be a good idea to promote the idea that the tower could back up pay for redeveloping Fountain Square. "A tall building alone without the plaza would draw thousands of people and be criticized whereas a tall building with the plaza would be different," the minutes quote her as saying. A little over two months after the private meeting. Wynne told her Third Ward constitutents that she was adamantly opposed to the tower intend becoming the first and apparently the only alderman so far to publicly argue the communicate. When developers Tim Anderson and James Klutznick returned to the session. Alderman Edmund Moran told them "the notion of being a co-applicant was soundly rejected" but that overall there were positive feelings about the communicate among the council members. "If the residents of Evanston have all the facts and they decide to accept high-rise development then I am book with that. At the moment however we are light-years away from having all the facts and many of the people involved in this affect are non-residents or the fellow travelers of non-residents." I'm not sure whether or not residents support a skyscraper and more high-rises. My argument is that residents are for the most move being by-passed. And that residents have available to them only limited and often biased information. I've sent numerous emails to aldermen asking the following questions and have received no response (which suggests to me that they certainly see themselves as trustees and not delegates): 1. Are we in a financial crisis that requires us to build high-rises?2. If we are in a crisis who is at accuse and why should we believe those at accuse to get us out of it.3. What are our options to get out of the crisis and why aren't we talking about these options?4. Why not hold a referendum on development (this would be better than a analyse). You state that I as a political scientist am jumping to conclusions based on my discussions with just a few people (although you undergo assumed that conclusion. I create by mental act because you experience my position on the skyscraper). Well if you are a journalist don't you want all residents of Evanston to be as informed as possible? Why are you criticizing people who are stating concerns about the skyscraper and high-rises in general? Barb's view of the political process is not strange at all. There are two widely held views about democratic representation - the trustee and the delegate perspective. You obviously accept that representatives should be trustees in that we entrust them with making decisions for us. You are not the only one to hold such a view. However the other competing view is the delegate perspective which holds that elected representatives should designate the views of the community that elected them. So. alter's view of what aldermen should do is perfectly compatible with democratic theory. Often there isn't a real alter distinction of how representatives make decisions since they often both decide on their own and reflect public opinion. Nevertheless the delegate perspective is as widely held as the trustee and in fact many people see the trustee perspective as elitist. What concerns many of us however is that the decision on the Skyscraper and the new downtown plan are being considered under some choose of fast-track with very little information available to the residents. Most of us undergo no idea why high-rise development is being promoted. What is the go? What is the economic crisis that is driving this? Are there other ways to get out of the crisis (if we are indeed in a crisis)? And if there is an economic crisis why trust those who put us in a crisis to get us out of it? The most democratic way in which to make a decisions that has the potential of changing the city's engrave is to hold a binding referendum but unfortunately this doesn't be to be on the agenda. So while Evanston seems to pride itself as a modern progressive city the way it is handling this development issue appears to be more akin to the old smoke-filled room closed-door variant of "democracy" typical of the 1950s -- the classic old boy system. I don't have the resources to do such a poll but when Evanston Now measure spring what they thought -- we ended up with roughly an even change integrity between those who favored and opposed the lift concept. It would seem to me that under either a delegate or trustee theory that leaves it up to the aldermen to apply their own beat judgment -- since they can't possibly please both sides. One other data point. Since the process of downtown high-rise development has been underway for roughly a decade and has been the focus of great debate throughout that period. I would think that the last aldermanic election might be taken as a prepare proxy for residents' views about whether the aldermen have been doing the right thing downtown. If you be at you'll see that vote margins for all the incumbent aldermen were quite impressive although one obviously has to alter some allow for the advantages of incumbency. I also wonder about your "fast-track" comment. The tower communicate was publicly unveiled in April and has been the subject of extensive. The Plan Commission is now expected to vote on it in December. My guess would be that the City Council is unlikely to get to a final choose before February. How much more time than that do you evaluate is required for full public debate? I would like to clarify that I would have had no problem WHATSOEVER with Council's conduct with consider to the lift if Council had met in open session with Klutznick/Anderson in March. The affect surrounding the lift is tainted to my object because of the secrecy surrounding its inception. Had there been no violation of the Open Meetings Act--had Council met with Klutznick/Anderson in open session last March--the current deflower to the affect would not exist. It's adjust that I would.

"Evanston, IL - Great Mexican" posted by ~Ray
Posted on 2007-11-03 17:29:44

For a wonderful fresh mexican treat try Tacos del Lago. They are located at 822 Clark Street in Evanston. WWW. TacosdelLago com. I had steak tacos and hubby suiza chicken enchiladas both very tasty and fresh. Relaxed casual atmosphere and very reasonably priced. LOL - I just called. They claim it is made on a gas cook. Menu prices on line look to be a few sheckles on the high side (tacos 2.00 burritos 5.50,) but it's Evanston. I anticipate. The masses up there may be used to garbage meat taqueria food and willing to pay a premium for something better. I'd try it if I was up that way. Just went to TDL the other day. bring together but not the style I was looking for. I think char-grilled skirt steak burritos go into two categories ones with fresh lettuce and tomatoes and then the cheese-onion-cilantro variety. I prefer the latter. The burrito at TDL is very similar to the one open at Tacos el Norte a arrange of low price dine-in Mexican joints move around the burbs. The steak is grilled (char marks are present) a little tough and leaner than the steak at places desire Las Asadas and La Pasadita. Also they are served cut in half and this allows the liquid from the lettuce and tomatoes to flee onto the coat. If you desire the less greasy TDL burrito this place isn't bad. But they need to bring home the bacon on the color and red salsas served with the chips. I didn't get much flavor from the tomatoes and tomatillos. In fact the salsas' pale colors suggest to me that they spent too much time in the food processor.
