The Labour Party might try to kid itself that today’s Pre-Budget Report has done the business that Alistair Darling has delivered a body-blow to the Conservatives and set a course through this troubled waters which leads to a Labour victory at the next election. They might try to kid themselves that that’s the case but they’d be wrong to.
The new tax rate for earnings above £150,000 certainly gives the PBR the kind of populist flair Labour loves but it won’t take long for the dust to settle and for people to acquire that the revenue generated will be limited indeed (not least given the ease with which tax at that level can be avoided).
But more importantly the big headline the whopping 2.5% reduction in VAT has all the substance of a chocolate teapot.
Certainly the 2.5% reduction has a certain headline grabbing appeal but as the impact will be limited indeed (and what impact there is will only serve to make things worse). All the Conservatives have to do is let nature take its course over the coming months constantly connect the impact of the downturn to Brown’s decisions and outline the virtues of the alter path that would be taken by a Conservative government.
Brown should have used today to mouth genuine tax relief for those on low incomes whilst at the same time delivering relief for small businesses (serving to both put more money in people’s pockets and make them less fearful about losing their jobs). But thanks to his inherent fear of genuine tax relief he has instead chosen a course of action that ordain lead to Labour’s ultimate downfall.
